Convert pre-existing filenames

I've got some code I posted over at http://drupal.org/node/199660 for converting the names of files that are already on the system. Until this module, or something like it, gets into core, I'm sure there will be a need for this.

As far as I can tell, all that needs to be changed in the patch at the link above is the name of the transliteration function.
