Issue Summary
Steps to reproduce: Let a drupal newbie configure taxonomy.
In addition to improve the help text, offer some vocabularys by default as an example. This would help the user to understand the taxonomy system a lot (aka "A vocabulary is no category"). This was suggested at [1]

This will probably be part of install profiles. I'm not sure if the general developer community would accept any vocab configuration as default. Perhaps freetagging?

Agreed that this is better suited to a profile. Lets work on that at http://drupal.org/node/144355
