If I want to go back and tweak certain aspects of a past promotion, I can't sometimes because things like the end date being in the past aren't allowed. This should be a warning at most, not an error.

I've made a change in HEAD that makes it so that expiration and end dates may be in the future on update. It still requires these dates be in the future when creating a new promotion.
