Similar terms submit removes terms from other vocabularies.

Issue Summary

When a node with multiple vocabularies is submitted along with a free-tagging vocabulary, everything is fine. However, when the taxonomy_similar submit page (taxonomy_similar/node/nid) is processed, the terms from the non-free-tagging vocabularies are being stripped away, leaving only the free-tagging vocabulary terms.
