I want to add some primary & secondary tabs in user/register path. How can I do this?

This is just an idea (may not be accurate)

I believe you could create a new navigation menu in menus, place that in a new block, and set the block to only be visible on specific pages. you would then enter the paths you want the new set of navigation tabs to be visible on which is user and register.

That should work.
