Yep ... Many times they are, but sometimes they will chuck you on a PHP4 server as they have many customers all happy on PHP 4. One or two customers drop off, they want to fill those empty slots.
Trying to come up with the funds to convince, test and help everyone to make there stuff work with v5 can be a task especially when they profit $2-3/month on an account.
We run 5.2.5 on all of our servers ... come back and ask me what my story is when 6 comes out and everyone is happy on 5 :)

And the new servers being provisioned by older hosts are on PHP5.
I wonder if there is hardly any host which is sticking to php4 for its life!
The point to notice is that the established hosts would not be converting all their servers to php5 since their existing customers are running applications for php4. Their would be no point in forcing the applications to be re-coded into php5....

Any ISP not offering PHP5 already isn't worth doing business with in the first place.

I'd be surprised if there are still hosts out there still offering only PHP4, at-least the decent ones.
My hosting company www.mmhosting.com has been offering PHP5 for sometime now.

When php5 was out, I was working on Geeklog. We toyed with the idea of moving, but php4 was still the place to be. Myself, I quite disliked it.
Wow, how times have changed since then heh. These days, I shudder if I'm forced to shift back to 4.
