Missing menu items, can't configure

Issue Summary

I cannot for the life of me figure out how to use this module. Its enabled, along with the location module, and access is turned on. But That seems to be the only administrative function I have is access admin. I even have made certain their is data in the mysql database both for the location and letter module. I can't seem to find out how I would go about actually using the module beyond granting access to it. I can't find a link to it anywhere. I have reinstalled it, and re enabled it and still have not solved the problem. What am I missing?

according to the install.txt:

Step 4)
Go to "administer >> site configuration >> Letters" to configure the module.

Edit 'forward.theme' to change the look and feel of your emails. You can also
create different themes for different phptemplate themes with by copying the
contents of 'forward.theme' into your theme's 'template.php' file and
prepending the function name with 'phptemplate_'. Then you can customize the
function as needed and those changes will only appear went sent by a user using
that theme. For more information, see the Drupal handbook:

Sorry, I'm still not understanding.

I went here as you and the text file suggests: "administer >> site configuration >> Letters"

The problem is that doesn't exist. I can only go as far as the site configuration. "Letters" is not listed there either. The only items that start with a L there are the Localization and the Location modules.

This module is very much a work in progress, and the readme is inaccurate (I think that text was copied from the Forward module). There probably will be a settings page later, but it'll be a while as we've got other higher priority projects (and this module suits our needs well enough in its current state).
