Sitemenu incorrectly displays categories that only exist in UNpublished nodes.

We have a variety of nodes that have categories assigned, but are UNpublished. However, Sitemenu still picks up and lists these categories publicly.

This can't be correct or desirable behavior. Everything about an UNpublished node should be entirely hidden, with no trace of it visible to the public.

Clicking one of these UNpublished categories in Sitemenu goes to a blank page with nothing but the category name, since there is not a published page associated with the category.

If you're wondering why we have UNpublished nodes with categories, two main reasons:

1. Some of them are still being edited/tweaked, but the editors have already assigned categories.

2. Others are postings by spammers. We do not allow them to be published, but we keep some of them UNpublished to keep track of who the spammers are. Retaining the spammer-entered categories helps us understand what scam they were pursuing.
