The layout of the extraction page is not completely in line with the other tabs of the localization module. There are missing paragraph tags around the help message at the beginning of the page. Supplied is a patch that fixes that.

The patch also makes the top group of the module list non-collapsable, while inner groups stay as they are. I think the outer one has to be opened anyway to select a module to extract the po file from. So, there is no need to have it collapsed in the first place.

I've committed the help change to all branches of the module, but I don't agree with the collapsibles change. As you can see, if you have multiple module sets under different locations (in this case /modules and /sites/all/modules), they are different possible selections. If both of them would be expanded, that would be a looooong page at the start, ie. I'd only see a sea of radio buttons.
