unpromoted poll is shown

Issue Summary

I've noticed on drop.org that a poll that was still in the submission queue was shown on the front page (in the 'latest poll' block). Shouldn't this be the latest promoted poll?
Related questions:
- what happens if there are two or more polls in the submission queue? ...
- shouldn't there be a minimum time for polls, as one effectively replaces the other?

You selected 3.00 as the version... though I suspect you meant the CVS version. Could you get back to me on this? The bug is already fixed in the CVS version, so if you meant that, please flag this entry accordingly.

I simply noticed it on drop.org, didn't know what version etc. so left these options alone. I suppose drop.org is running cvs so I'll change the version to cvs.
