Cron should run automatically during install.

Cron should run automatically during install. If the admin forgets to configure cron, the system will alert after two weeks of no cron runs. With cron not running, we get two warning messages after install ("cron has not run", "no information about updates"). This can be discouraging to the average user, and is a usability issue, so should go into 6.x-dev.
