Maybe my suggestion is more for the access control window as a whole:
I have a site with four roles and many many fields with permissions. Sometimes I lose track of the role column headings. It would be more convenient if they were able to stay at the top of the browser window rather than scrolling out of view.

This can be done in the theming layer. It probably won't be patched in the 5.x branch of TAC, but D6 core already implements "sticky tables."
