CSS coder needed

Need someone to code the css for a new theme I've designed. I have a photoshop mock-up and would provide all the graphics for this project. I would certainly be open to any changes the coder might have ideas about. The budget would be very minimal, but the theme would be for general use of the community, not for my site in specific.
