Creating an static menu

Hi again

I'd like to create an static menu to filter a panel by a second term. I'm trying to create usual links like:

href="/panel/term1/fixed_term"

And put this staff into a custom block in a panel. This panel has a context for a taxonomy term. I'd like the final url to be href="/panel/[term from context]/4"

How can I do this? I have tried directly writing href="/panel/%term/4", but, this obviously didn't work
