Does this module allow for copy and paste of a least of taxonomies from a text file?

If not can this be implemented?

At the moment there is no copy and paste feature.
do you want to copy only a list of term names and insert them or do you want to copy more than only the term name (any term data, a hierarchy...) ?
If you want to copy only a list of term names, it would be possible to replace the textfields from the add form with a textarea, where you can paste your terms...
