When the module is installed you can grant user roles the ability to report and hide content (nodes and comments). Do this is the usual Administer > User Management > Access Control
After this when users in those roles see a node or comment in the links section (along with 'delete', 'edit', 'read more' or what ever) you should have links for 'hide' and 'report'.
