Alternate menu edit?

I guess this might also suit the module forum but I'll post here first.

Is there any simple way of having an alternate menu edit? I want to give the site contributors access to some menu editing but not all. So just add/delete/edit on primary links but nothing else, and expanded always set might be useful too.
