Can you create separate sitemaps by taxonomy (region.xml, world.xml, family.xml etc.) included in sitemaps.xml?
Google don't like sitemaps with 1000+ links.

No, but you can specify the maximum number of links to be included in a site map, and, if the total number of links exceeds the maximum, XML Sitemap will generate multiple site maps and a site map index.
