clear filter cache automatically

In http://drupal.org/node/194579 a patch was committed for Drupal6 and Drupal 5.6 to clear the filter cache when the filter settings are saved.

GeSHi filter could do this too for the relevant input formats, instead of requiring the admin doing it by hand
