There is a blank page on the 'assign groups' page where there is a large number of groups (2000 groups).
Is it an 'out of memory' error?

That's what it sounds like to me. Can you get rid of some groups and see if that fixes it? Or search around drupal.org for other solutions such as increasing PHP's memory limit?

Setting to postponed due to lack of feedback. In all likelihood, this is a PHP memory limit issue.
