Splitting admin section off the image.module file

I believe that splitting off the image.admin.inc simplifies the module and doesn't have any side effects that I know of. Image size verification was hooked to the admin form because it was not working before. Also, the admin form was unified a bit and some moving was done in image.module.
Attached file image.admin_.inc_.diff should be renamed to image.admin.inc as really it isn't a diff
