Create an option so when the OPTIMIZE module is running its cron, to put the site in maintenance mode, and then resume normal operation when its done.

do you have ever see it in other modules? it could be pplied on many modules, maybe could be better to develop another module interacting with core and giving you possibility to do the same also with other modules trough actions?
