If users are allowed to write articles (even if its only in UNpusblished mode) and you have free tagging enabled - the (new) term will be added at that point - even if the article never get published.

This can be abused to create as many term as you want - as long as 1. freetagging is enabled - and 2. you are allowed to crete nodes.

In my opinion, the term should ONLY be added if the node is published in the end, not if the node stays unpublished, get deleted or what ever.
