Wrong text on registration page

I have "Enable on registration page" selected, but no one is allowed to "maintain own role control". However, the text on the registration page does not obey what I entered in the Role Control settings. It shows the default:

Premium Content Settings

Enable access to premium content
Check this box to show premium content.

I enabled "maintain own role control" just to test, and the correct text shows up in the my account portion, just not during registration.
