I can't add new developers to the project module through the admin interface. Maybe there is an implicit/undefined limit on the maximum number of developers? Also, adding multiple developers at once seems to cause weird things to happen such as other developers being deleted.

Incorrect usage. The developers have to be the usernames of valid users. It conversts the uname to a uid and uses that.
