How does drupal.org use nofollow to prevent comment spam?

I've noticed that most members' posted links are nofollow (exception: links in posts by Moshe, and presumably some others). I assume this is to discourage spammers (and even just over-eager community members) from trying to increase their sites' PageRank at Drupal.org's expense.

But I don't see any information explaining this, so it seems like it wouldn't deter comment spammers who aren't aware of the nofollow rule.

I'd be interested to know more about the experience of drupal.org (and any other sites!) because I'm trying to make two decisions...
(1) Whether to use nofollow on my own site, and how to to explain my policies
(2) How much energy I should put into a Drupal Showcase post for my site, once it's finished. As much as I'm interested in giving back to the community, PageRank is a significant incentive. (And I'm not sure how interesting my site details are to others.)
