This module/feature seems very unusual to me. What use-case requires this?

when our clients wants... :)
I was searching for this feature and didnt find nothing, so i decide to build the solution and put here...
My client want a site with a predefined number of user... and the user must take some cupom/ticket/paper on him company to register herself... and my client said that the user cant change her password...
But there is other case that users dont have email... so if he request new password, will broke drupal...
Sorry my poor english...

Hmm. Sound like very odd use-cases, and I'd certainly question the client's intentions detailedly before doing something like that. ;)

Another Use Case
Our organization uses LDAP authentication for our web sites. Web applications are only allowed to have read-only access to LDAP. A "Request new password" link has the potential to confuse our users.
