What!? That post is about his forum posts not appearing where he thinnks they should, not about getting forums to work.
For forums to work, you need activate forum module and taxonomy module. You them configure the structure of your forums in the administer \ forums section.
Do you need need specific help or was this merely a random negative comment? I don't even use forums yet was able to quickly configure them on my test site.

several people can
several people can successfully setup forums, I am trying to replicate the issue, but do not use forums. Unfortunatly I am short on time so may not get to it quickly..
