Bisle noticed that for a newly autoprovisioned user, if I completely disable config, no batch process is run after completing the wizard which results in existing content failing to upload to TMS because no source language has been defined for those nodes.

Issue by bisle: fixed bug in setup logic that skipped cleanup operations if no config translation was set (2ce650e79f20cb6f7c9329f00b8d277e40f53206). This fix will be in the 7.x-4.06 release.
