Plugin Doesn't Load

When testing this module, I went to create a new page, and Drupal spit out the following error:

Fatal error: Call to undefined function theme_stylesheet_import() in C:\xampp\htdocs\drupal\modules\quicktags\quicktags.module on line 124

I had not enabled any other WYSIWYG, etc, and QuicktagsPlus was disabled.
