Limit the Number of Taxonomy Terms someone can select when submitting content?

Is there any way, say that I could limit the number of taxonomy terms someone can associate/add to their content submission

scenario:
custom piece of content, which has two categories assigned to it..
one is a hierarchy based location State => City Name
the other is product type

both are "multi select"

now, I want to limit say someone from adding to any more than 10 of the State = > City term, and no more than 3 of the product type...

is this possible? how?

someone must have encountered this...but I haven't seen any related posts... :(
