While testing http://drupal.org/node/208768 and switching to RTL i saw there are many outstanding bugs in garland and minelli. See the screenshots:

You do a fresh checkout from head? A related patch went in the other day which it depends on. The clearing issue for minnelli's primary links can be dealt with @211889.
