How do I get the users to not redirect to the homepage of the site after posting a forum topic. authenticated users are redirected properly but not anonymous users. I am not sure if this a modr8 issue or a forum issue.

modr8 does not get involved at all in redirecting after node submission, so I think you should look at forum module or elsewhere.
