Should Zeitgeist record empty searches ?
Zeitgeist normally records empty searches, but some of them can be spurious and not represent actual searches, but just clicks on search links by spiders, and some webmasters can wish to ignore them. Whatever this setting, they are never displayed in the "latest searches" block.

The question being " Should zeitgeist record...", is this is checked, the searches are recorded, otherwise they are not.
But in either case, they are not displayed in the latest searches block: if they are not recorded, they obviously cannot be displayed; but if they are recorded, they are filtered out upon display. I'm not sure what your question actually is ?
Also, this seems to be a different question than your original posting. If this is a different issue, please open another one.

The fact that there are two menu paths is normal: one is to access the module settings (admin/settings/zeitgeist), the other to access the basic module report (admin/reports/zeitgeist).
The paths were changed in core after code freeze, so the currently committed version uses admin/logs/zeitgeist for the log report, but this is changed in the next update. I have also changed the titles to make it clearer.
