How can I let users with a certain role to create their own images gallery and than somewhere display a list of all user's gallery?

Download image model enable it and in image module also enable image_gallery module.
Go to administer>> Content Management >> Image Gallery
here u can crete image galleries
In Create Content>>image>>upload image here select image gallery u want to publish the image on
