Always check boxes

When I was fixing the check box/radio button capability, it struck me that while it would be nice to limit how many terms can be select when creating a node, the end user probably wants as much flexibility as possible when browsing. So, regardless of whether a vocabulary is marked "multiple" we should always allow multiple choices in TB.

After discussing it with Moshe, he agrees.
