Navigation, Primary links and Secondary links menu items under Administer >> Site building >> Menus appear in the menu listing with a "delete" option, and are the only entries to do so on a default installation. See attached screenshot (emphasis added on the screenshot).
I'm not positive this is a bug -- perhaps this is an intentional 'feature'? I can't think of an immediately obvious reason why those menu items should be different, however.
