make mailed issues be digests

If you subscribe to an email list in digest mode you get all the mails in one special digest format once per day. this digets format would be usefull for mailed issues, too. See: http://www.ietf.org/rfc/rfc1153.txt

Once we have this, we can enable the mailhandler hook...
