I want to ensure my visitors can see aggregated RSS feeds without having to become a registered user.

I would set all the feeds and they would view them - categories, sources etc.

How do I turn that on?

In 4.5.x - Go to administer/users, configure, permissions

In 4.6 - Go to administer/access control

Click the check box under anonymous user for access news feeds
