i have some insights about eC Regions:

Realms and Regions

The whole idea about Realms (which i preffer to call Layer) is to define several mutually exclusive areas. So, on the "Shipping" layer, if you set US to the "10% surcharge" region, you cannot include it on "15% surcharge" area.

Its feature is not necessary. Its much better to define many Layers as you need, and let users set any countries and states as he wants. So the whole idea about mutually exclusive Regions is gone.

Its much simplier to manage.

Layout

The module is clearly confusing. But there are some fixes:

* Once only Realms (Layers) exists, you need to define which countries and states on each layer. its basic a checkbox option.

* The realms cannot be placed as tabs, because users might create several realms

* Massive operation buttons, like "Select all Brazilian states" might

Countries and States

Might consider using Location module as requisite, since it has the whole list of Countries and States!

eC Charges integration

Well, this module is basicly a new addon for eC Charges, so it might be merged to it.
