Change "submit" text handling

The submit button uses the text "submit" which is also used in various other places in drupal's code. That causes that a change of it's translation changes the "submit" text on the whole site. Two possible solutions (of which I prefer the second one):

1) Change the text to "Submit Form" so that it is unique and can be translated for the webforms only (for all of them, though)
2) Add an option to declare a custom "submit" text to each form (integration for locale module and i18n module should be thought of)

Note: I tried to do 1) manually, but it breaks the module somehow.
