Hook_menu specifies 'access arguments' => array('administer locales'), but there is no such permission defined. Locale has 'administer languages' and 'translate interface'. Consequently, only user/1 can use this module.

This was not changed with the 6.x port accidentally. I just committed the fix to both 6.x-1 and 6.x-2.
