problem with drupal

hi I'm using
php 5.2.5
IIS6.0 and
drupal 5.6

The home page loads successful, i enter in my database credentials and then click save and it just refreshes the screen, doesn't take me to another page or display error messages. When I type in incorrect information the message says that the database connection was successful whoever incorrect user name and password, so it tells me the scripts are running fine, any suggestions?
