You should consider submitting this for core. Core things are best as core patches. Piling on the layers of module abstraction just makes things too complex. By creating a core patch you would make this available to all.

It is my intention to get this functionality into core for Drupal 7. I tried to get it into 6, but it was underdone. Having it as a module first allows the community to experiment and figure out the best approach.
