The attached patch ... uh...
- corrects indentation on two bullet points
- adds some IIS information to the bullet point on clean urls, including a link to an appropriate handbook page.
- small language cleanup in the "outbound connections" bullet point ("web server process needs to be able to" => "web server process be able to")
- standardizes references to handbook pages as "handbook" in lower case. (Core uses lowercase in embedded help.)
- capitalizes some references to menu items ("administer > site configuration > file system")
