I need the following feature.

I have one form with several fields, based on the content of the fields the submissions have to be assigned with a user or a role. So that only the assigned user can see and edit the submissions, admins should always see all (maybe add an access right "view all submission")...

This probably won't be added. I'd look to #680386: Views integration for the webform_submitted_data table for a valid solution that might provide this sort of functionality.
