Can only add headlines to one section

At http://example.com/admin/epublish/sections I have created two sections which each use their own separate vocabulary.

When I go to add headlines to an issue (http://example.com/admin/epublish/headlines/2), only one of the sections is available to me. As you can see in the screenshot, I can only choose from the Topics in the "Sections" vocabulary (40 acres 411, Around Campus, etc...)

I'm obviously doing something wrong, because why else would you be able to create multiple Sections, if you can only choose from one of them?
