Standardizes comments in user.module.

Replaces references to drupal.module (which was removed from core) with openid.module.

Corrects documentation of user_get_authmaps() which was just wrong.

Nice work. I made one small change which was to remove openid.module as a model for how to alter your fapi validation handlers for distributed auth. this module is not a good example of the principe we are trying to explain. site_network module is a good example but it isn't core so simply don't mention any module now.
