Hmm. After reading your write up, it seems this an interesting task. Yes, Taxo. Browser does some of that. And I can easily add a few of the things you want (like CSS styling). But I don't know if all of it fits within Taxo. Browser.
All in all, it does not seem to be all that difficult of a program. I've been toying with making many of my taxo. snippets into a module and some of them offer some of the other features you want.

It could also be implemented as a user preference that would alter the behaviour of the browser..
e.g. the user enables css styling for filter rules. (simple thing like what we see in the issue's tracker.)
Very happy to hear you liked the idea, I have been looking into drupal few months ago, and no other cms captured my attention as did drupal, but I have not made anything out of it, due to the lack of the above mentioned feature, which makes things much practical for me.
It is like defining the roadmap, then filling the spaces collaborativly.

I already have the styling done for used vs unused terms. I just haven't committed it yet.
You can also look at http://nanwich.info/drupal_collection/taxonomy_snippets for some ideas. Unfortunately, I discovered that I haven't put a few of them on the live site yet.
