None of the developers have ever used Node Relativitiy so it's a bit hard for us to compare the two. It looks like Node Relativity is intended to support all kinds of relationships with a more flexible interface. Node Comments on the other hand is simply intended to replace comments with nodes, has a simpler interface (since it's transparent to the user), and supports threading.
I'm marking this fixed since no other answer has been given in the last year.
